Smart Tender - E-tendering Platform

E-tendering platform is one of the “Smart Tender” scheme’s services administrated by Urban Renewal Authority (“URA”) with aim at assisting the private building owners to procure consultant and / or qualified contractors to organize / carry out the building rehabilitation works.

For those who have the following professional capacity, they are allowed to register in the e-tendering platform and to participate into the tender biddings:

 

(1) Consultants (Authorized Person / Registered Inspector) Note 1

(2) Registered General Building Contractors Note 1

(3) Fire Service Installation Contractors (Class 1 & 2) Note 1

(4) Minor Works Contractors (Class 1) Note 1

(5) Minor Works Contractor (Class 2) Note 1

(6) Registered Lift Contractor (only applicable to Lift Modernization Subsidy Scheme) Note 1

Apart from applying the register in the e-tendering platform, the consultants (Authorized Person (AP) / Registered Inspector (RI)) and Registered General Building Contractors (RGBC) can apply for the Building Rehabilitation Registration Scheme (BRCRS). The successfully registered companies’ information and their assessment scores have been included in the Building Rehabilitation Company Database Search Engine (the Database) for public reference. Eligible consultants (AP/RI) and RGBC can apply through the BRCRS’s online application system.

 

Registered Minor Works Contractors (Class I) and Registered Fire Service Installation Contractors (Class 1&2) can apply for the Expression of Interest (EOI) Database. Through joining the EOI Database, the company information is available for public reference through the EOI Database Search Engine.

Open E-tendering Platform

1) Background

In response to the increasing demand on the e-tendering services, and to encourage timely rehabilitation, URA develops a new ET namely “Open ET platform” which is offered to Owners Corporation or Property Management Company (“PMC”) to proceed the mentioned procurement without joining the ST or other subsidy schemes under URA.

2) To whom enjoy the service

For those who have established the Owners’ Corporation and/or engaged the PMC, they are allowed to register and set up individual account in the Open ET platform in name of the building / estate or PMC regardless of their building type either in domestic or non-domestic nature.

3) Procurement procedures

Following the setting up of user account in Open ET platform already, the account holder is allowed to upload their own tender document and conduct the tender invitation through the Open ET platform. Subsequent procedures such as handling tender collection, tender opening and appointment of consultant / contractor, the account holder shall comply with statutory requirement of procurement of supplies, goods and services as stated in Building Management Ordinance (CAP 344) and its Code of Practice. URA do not involve of the above procedures, except the system operation of the Open ET Platform. 4) Registry

For those who have the following capacity, you are allowed to register in the Open ET Platform and to bid the tendering projects as preferred:

(1) Consultants (Authorized Person / Registered Inspector) Note 1

(2) Registered General Building Contractors Note 1

(3) Fire Service Installation Contractors (Class 1 & 2) Note 1

(4) Minor Works Contractors (Class 1) Note 1

(5) Minor Works Contractor (Class 2) Note 1

(6) Registered Lift Contractor (only applicable to Lift Modernization Subsidy Scheme) Note 1

(7) Environmental Protection Department – EV Charging at Home Subsidy Scheme (EHSS) Note 2

(8) Service Provider for Hammer Tapping Test Note 2

(9) Water Supplies Department – Service Provider for water Leakage Inspection Note 2 & Note 3

 

Note 1  :  The registrant is allowed to opt for the registration either in Smart Tender – ET platform and / or Open ET Platform during the registration process.

Note 2  :  The registrant is only allowed to register in the Open ET Platform.
