Open E-tendering Platform
(Applicable to the tender bidding which is self-conducted by building owners)
In response to the increasing demand on the e-tendering services, and to encourage timely rehabilitation, URA develops a new ET namely “Open ET platform” which is offered to Owners Corporation/Association or Property Management Company (“PMC”) to proceed the mentioned procurement without joining the ST or other subsidy schemes under URA.
2) To whom enjoy the service
For those who have established the Owners’ Corporation / Association and/or engaged the PMC, they are allowed to register and set up individual account in the Open ET platform in name of the building / estate or PMC regardless of their building type either in domestic or non-domestic nature.
3) Procurement procedures
Following the setting up of user account in Open ET platform already, the account holder is allowed to upload the own tender document and conduct the tender invitation through the Open ET platform. Subsequent procedures such as handling tender collection, tender opening and appointment of consultant / contractor, the account holder shall comply with statutory requirement of procurement of supplies, goods and services as stated in Building Management Ordinance (CAP 344) and its Code of Practice. URA do not involve of the above procedures, except the system operation of the Open ET Platform. Note 1 : The registrant is allowed to opt for the registration either in Smart Tender – ET platform and / or Open ET Platform during the registration process.
Note 2 : The registrant is only allowed to register in the Open ET Platform.
