The URA is committed to facilitating building rehabilitation and encouraging building maintenance by offering subsidies and technical support to owners concerned.

The planning of building maintenance works is often met with hurdles, where owners without relevant technical knowledge are at their wits’ end when served with orders issued by the Buildings Department (BD) and the Fire Services Department (FSD). In many cases, they are plagued with the possible misconducts or contractual conflicts involved in the engagement process of consultants and contractors. With this in mind, the URA implements the Integrated Building Rehabilitation Assistance Scheme (IBRAS), giving comprehensive financial and technical support, in the forms of subsidies and practical information, to owners wishing to implement their own building rehabilitation plans, thereby further facilitating regular building rehabilitation.
