The Construction Industry Council (“CIC”) was formed under the Construction Industry Council Ordinance (Cap. 587) to drive for unity and excellence of the construction industry in Hong Kong. The Hong Kong Construction Industry Trade Testing Centre (“HKCITTC”) under the CIC endeavors to offer creditable and professional trade testing services for the construction industry, issuing certificate of competence to qualified practitioners to certify their skills level.
The HKCITTC is forging ahead with the mission to play a leading role in uplifting industry professionalism by establishing skills standards and continuous introduction of latest elements, as well as encouraging best practice of works in the industry.
 

Trade test qualification is classified into 2 levels:

Intermediate Trade Test Qualification 

(Semi-skilled Worker)

Awarded to certified competent workers with ability to perform technical work individually in their specialised trade area

Trade Test Qualification

(Skilled Worker)

Awarded as professional recognition to workers with outstanding skills proficiency level in their specialised trade area

Engage certified workers to perform rehabilitation and renovation projects for guaranteed work quality and safety

 

Work safety and quality is one of the critical considerations in building rehabilitation and home renovation projects.  In this connection, owners, owners’ corporations and property management companies are encouraged to consider the followings while planning for such work projects:

 

  • Employ “semi-skilled / skilled workers” to undertake works of designated trades; or
  • Include minimum percentage requirement of “semi-skilled / skilled workers” in work contracts; or
  • Employ "Building Maintenance" and "Interior Fitting-out” designated trade contractors under the “Registered Specialist Trade Contractors Scheme” to undertake works of designated trades; or
  • Employ Certificate In Repair, Maintenance, Alteration And Addition (Building Construction) or Certificate In Repair, Maintenance, Alteration And Addition (Electrical And Mechanical) graduates to undertake works of designated trades,

so as to assure that workers possess qualified skills and knowledge in relevant trade area, and to safeguard the quality and safety of works.

 

Trade Test covers over 150 skills items. The trades that are most related to building rehabilitation and home renovation works are:

Window Frame Installer

Plumber

Painter and Decorator

Tiler

Bricklayer

Plasterer

Concrete Repairer (Spalling Concrete)

Waterproofing Worker

Joiner (Assembling)

Floor Layer

False Ceiling Installer

Bamboo Scaffolder

Owners, owners’ corporations and property management companies are encouraged to engage certified professional workers to perform rehabilitation and renovation works in accordance with the nature and trade divisions involved in their work projects.

 

 

Employ workers who hold Certificate In “Repair, Maintenance, Alteration And Addition (Building Construction)” or Certificate In “Repair, Maintenance, Alteration And Addition (Electrical And Mechanical)” in RMAA works

To enhance the safety of RMAA works and provide quality training, Hong Kong Institute of Construction has lunch two full-time certificate programmes (the “Programmes”) namely the Certificate in Repair, Maintenance, Alteration and Addition (Building Construction) and Certificate in Repair, Maintenance, Alteration and Addition (Electrical and Mechanical). The two new Programmes not only focus on developing the multi-trade skills required within the RMAA industry, such as wet and dry trades, plastering, painting, plumbing, E&M works and more, but also include an enhanced safety awareness course and customer services training.

 

Through these Programmes, the graduates will be able to handle all general matters required by the RMAA industry and can handle the multi-trade nature of RMAA matters.

Employ workers who hold a valid certificate in “Truss-out Scaffolder Safety Training”

In addition, building maintenance and home renovation projects often involve the use of Truss-out scaffolds. In order to ensure the safety of construction workers and third parties, the Labour Department is also revising the ”Code of Practice for Bamboo Scaffolding Safety”, which will require a trained workman carrying out truss-out scaffolding work should possess a valid certificate of the said training program issued by HKCITTC. The new Code of Practice is expected to become effective in December of 2023 the earliest.

Owners, owners’ corporations, and property management companies should take note and hire workers with the relevant valid certificates for maintenance or renovation projects.
