The third round of Operation Building Bright 2.0 and Fire Safety Improvement Works Subsidy Scheme will be opened for application in the second quarter of 2023
The Government has partnered with Urban Renewal Authority (URA) to implement Operation Building Bright 2.0 (OBB 2.0) and Fire Safety Improvement Works Subsidy Scheme (FSW Scheme) in 2018. In view of the positive response by the public for these schemes, the applications of the third round of OBB 2.0 and FSW Scheme will be started in the second quarter of 2023.

Scope and Purpose |
To assist building owners to conduct prescribed inspection and repair works under Mandatory Building Inspection Scheme (MBIS) |
To assist building owners to undertake fire safety enhancement measures as required under the Fire Safety Directions |
Eligible Buildings |
- Private residential or composite (residential and commercial) buildings aged 30 years with outstanding MBIS notice or pre-notification letter issued by Buildings Department (BD)/ Independent Checking Unit (ICU); or - Private residential or composite (residential and commercial) buildings aged 40 years or above, having intention to carry out the prescribed inspection and repair works voluntarily for compliance of MBIS |
- The building is not under single ownership and is a target composite building (commercial and residential) under the Fire Safety (Buildings) Ordinance - The building owners have received “Fire Safety Directions” for the common parts of the building and / or its related Fire Safety Compliance Order issued by the Fire Services Department (FSD) and the Buildings Department (BD), but compliance letters confirming the completion of all fire safety improvement works required by the Fire Safety (Buildings) Ordinance had not been issued. |
Average RV of all domestic units as of 2022/23 in the building should not exceed: $187,000 in urban areas (including districts of Shatin, Kwai Tsing and Tsuen Wan) $143,000 in the New Territories (all New Territories districts excluding districts of Shatin, Kwai Tsing and Tsuen Wan) |

Subsidy |
Subsidy for works at common parts of building: - Owner-occupiers aged under 60 will be subsidised 80% of the cost subject to a cap of $40,000 per unit - Elderly owner-occupiers aged 60 or above will be subsidised 100% of the cost subject to a cap of $50,000 per unit
Subsidy for private projecting structures - 50% of the cost subject to a cap of $6,000 per unit |
- Maximum 60% of the related costs of works and consultancy fee, or corresponding cap imposed on the respective category of target composite buildings based on the number of floors, whichever is less |
